On February 7th, The Stockholm Free World Forum and EUISS hosted the Stockholm launch for the the EUISS Chaillot Paper “Hacks, leaks and disruptions: Russian cyber strategies“.
Cyber-concerns have made a fulminant career in politics. Few issues have evolved so quickly from a specialist, sectoral concern, into an almost mainstream political and security preoccupation. The rise of cyber concerns has been accelerated by wide-spread suspicions of systematic use of cyber methods by Russia in its foreign and security policy. Speculation and fog are everywhere, and it is crucial for policy-makers and the public at large to start better seeing and understanding the contours of the problem and start dispelling the fog.
The Chaillot paper brings together fifteen leading experts on Russian cyber strategies and examines the relationship between cyber activities conducted by Russia at home and abroad, the role cyber operations play as an instrument of Russia’s coercive diplomacy, how different is Russia from other cyber powers, how do we know if the Kremlin is behind certain cyberattacks that have been attributed to it and how EU and NATO adapt to Russia’s assertive behaviour in cyber realm?
Participants:
Stanislav Secrieru is a Senior Analyst at the EUISS. He was previously a policy analyst at the Open Society European Policy Institute, a Partnership for Peace Research Fellow at the NATO Defence College, a Research Fellow with the Study Programme on European Security at the Institute for European Politics, and a Senior Research Fellow at the Polish Institute of International Affairs (PISM). Stanislav holds a PhD from the National School of Political Science and Public Administration in Bucharest.
Oscar Jonsson is Acting Director of Stockholm Free World Forum and an associate research of Swedish Defence University. He has earlier worked as a subject-matter expert at the Swedish Armed Forces Headquarters and been a visiting researcher at UC Berkeley. Oscar holds a PhD from Department of War Studies, King’s College London which focused on the Russian understanding of modern war.

Björn Weigel is an author and investor. In December 2018, he published the The dark side of digitalisation: the components and consequences of the cyber threat with SFWF. Björn has also written (together with Fredrik Erixon) the Innovation Illusion (Yale UP) which was listed by Financial Times in the ”Best Business Books of 2016” and mentioned in Foreign Affairs, The Wall Street Journal, The Economist and more. Weigel has worked with the strategic development of companies since he started his career as a management consultant for Booz Allen Hamilton in 1998.
