Across eastern Europe, citizens are demanding democracy. Frightened by this change in people’s moods, autocrats like Alexander Lukashenko are taking increasingly violent measures to suppress protests and to threaten the EU.

Among other things, he argues for a Marshall Plan for investment and ambitious reforms of the EU’s Eastern Partnership policies.
